The BP620 Backing Plate is made from 316 stainless steel and will spread the GM400 and GM650 mounting bolt loads more evenly in the boat gunwale. Most boat gunwales are designed to handle flush mount rod holder loads with just washers under the mounting nuts. Please check with a professional boat outfitter or the boat manufacturer to determine if a backing plate is necessary.
